Joel Francisco is a serial killer in the United States, that is still living. They have killed in the state of Rhode Island. He was sentenced to life for murder. He was released from a life sentence under the First Step Act for drug charges.

According to Providence Journal, A notorious crack dealer and onetime gang leader released from a life sentence this year under federal drug-sentencing reforms is now accused of fatally stabbing a man on Federal Hill

Joel Francisco may be included even though they do not technically meet the requirements for two or more killings in more then one event. Spree shooters, mass killers, and organized crime leaders may be included due to the volume or savagery of their crimes.
