According to Wiki, Boss of the Philadelphia Crime Family between 1991 and 1995.

John Stanfa may be included even though they do not technically meet the requirements for two or more killings in more then one event. Spree shooters, mass killers, and organized crime leaders may be included due to the volume or savagery of their crimes.
